This is so typical american. In europe (well the part that I have travelled) you don't see them. By us in holland the fire department has there own hydrants with them and have wells in the street where they put them on. You only see a manhole cover. So no fountains when it is heat there for the children to play.
Yup, that's red alright. Funny, I suddenly can't remember what ours look like here in Israel. I think they're red, or are they?...
