While I wouldn't want to have to use such a contraption, it does look fairly sturdy and a "safe" way down. Beats flying without a parachute.
I hadn't thought about that but you are right. New buildings don't have these.
That looks kind of scary to me. I would need to escape pretty badly to use those stairs.
