Littering is the improper disposal of waste products. Whether it happens intentionally or unintentionally, littering has environmental consequences.

Looks like the bin is locked. I think they need to put a trash can out.

Perhaps they are warning that only staff can go dumpster diving? Littering is a serious problem, but the sign is funny.
