I think water in any form counts. Here in California we count on the winter snow pack for our water.

At least those winters are far apart! This year hasn't been too bad, in terms of snow. (I live in Ottawa, half a planting zone north of you.)
You are so clever. This is some snowy picture. When we have melting it really is one huge mess. Our yard out here in the country becomes part of the creek which flows out front.
...and there are predictions of water shortage in the summer. but we don't need snow here.:p
